In Queensland, if your project value exceeds $11,000 you need a QBCC owner builder permit before starting. A short approved course is required. We work with owner builders regularly and can guide you through it.

Granny flats in Kilcoy: what council requires
Somerset Regional Council governs secondary dwellings (granny flats) under the Somerset Regional Planning Scheme. Most granny flat builds on correctly zoned properties are accepted development — meaning no planning approval is required, provided the key rules are met. You will still need a Building Approval from a licensed private building certifier before construction begins.

60m² / 90m²
The maximum gross floor area (excluding decks, patios and carports) depends on lot size. On lots under 2,000m², the maximum is 60m². On lots 2,000m² or greater, the maximum is 90m². In the Rural zone, the cap increases to 120m² on lots over 5ha. A minimum lot size of 800m² is required across all zones. Builds that exceed the applicable limit require a Development Application (DA).

Site coverage

Site coverage is governed by the Dwelling House Code and the Queensland Development Code — MP 1.1 for lots under 450m² and MP 1.2 for lots 450m² and over. Confirm the applicable limit with a private certifier for your specific lot.

Rear and secondary frontage setbacks are 4 metres; the primary frontage setback is 10 metres. In the General Residential Zone, standard Queensland Development Code setbacks apply — typically 1.5 metres side and rear for single-storey buildings and 6 metres to the front boundary. Always verify setbacks against your specific zone with a private certifier.
Overlays
Your property may be subject to overlays that add requirements — including flood, bushfire, biodiversity, steep slope, and waterway corridors. In addition, some local area plans within the Somerset region impose requirements beyond the base planning scheme rules. Check overlays using Somerset Regional Council's online mapping tool before finalising your design.
Rental rules
Since September 2022, Kilcoy granny flats can be rented to any tenant — the previous relatives-only restriction has been removed under Queensland state planning reforms. This means property owners now have significantly more flexibility in how they use a secondary dwelling.
