Do I need council approval for a kit home in Kingaroy?

South Burnett Regional Council governs secondary dwellings (granny flats) under the South Burnett Regional Planning Scheme. Most granny flat builds on correctly zoned properties are accepted development — meaning no planning approval is required, provided the key rules are met. You will still need a Building Approval from a licensed private building certifier before construction begins.

Secondary dwellings must not exceed 70m² gross floor area or 40% of the primary dwelling's gross floor area, whichever is less.
Proximity to main dwelling

The secondary dwelling must be a minimum of 2 metres from the primary building. A proximity rule applies in Rural zones.

Site coverage is determined by the Queensland Development Code — MP 1.1 for lots under 450m² and MP 1.2 for lots 450m² and over.
Rear setback
1.5m minimum / front 6m
Class 1a dwellings must maintain at least a 6-metre road boundary clearance. For single-storey buildings where the maximum height is 4.5m or less, the minimum side and rear boundary clearance is 1.5m. Setbacks on larger lots may vary. Confirm with a private certifier for your specific lot.
Overlays
Your property may be subject to overlays that add requirements — including flood, bushfire, biodiversity, agricultural land, and waterway corridors. In addition, some local area plans within the South Burnett region impose requirements beyond the base planning scheme rules. Check overlays using South Burnett Regional Council's online mapping tool before finalising your design.
Rental rules
Since September 2022, South Burnett granny flats can be rented to any tenant — the previous relatives-only restriction has been removed under Queensland state planning reforms. This means property owners now have significantly more flexibility in how they use a secondary dwelling.
